TAMPA BAY, FL – In a bold move that underscores the region’s booming multifamily housing sector, Atlanta-based real estate firm Carter has announced plans for a new luxury apartment community, Prospect Highland Oaks. This ambitious project will feature 324 units and is strategically located in the rapidly growing Brandon submarket.

Co-developed with Brook Farm Group, Prospect Highland Oaks aims to address the escalating demand for high-quality housing on Tampa’s east side. The site is conveniently situated less than a mile from major employment hubs for JPMorgan Chase and Citigroup, which collectively employ over 7,500 workers, making it an attractive option for professionals seeking modern living spaces close to work.

Jerome Hagley, Carter’s COO and CFO, emphasized the project’s thoughtful design, stating, “Prospect Highland Oaks reflects our commitment to creating developments that not only meet housing needs but also enhance the surrounding neighborhoods.” The garden-style community will offer modern amenities and strong connectivity, catering to residents who prioritize convenience and quality.

The Brandon area has experienced significant in-migration and employment growth, coupled with limited new multifamily supply. As Hillsborough County continues to rank among Florida’s fastest-growing regions, the demand for housing remains robust. The project is poised to capitalize on these macro trends, providing a built-in renter base due to its proximity to major employers.

Carter’s expansion into the Tampa Bay market is part of a broader strategy to invest in high-growth communities across the Southeast. The firm has a proven track record in Florida, having successfully delivered notable projects such as NINE15 in downtown Tampa and The DeSOTA in Sarasota.

As the development progresses, it will benefit from a strong partnership network, including Mill Green Capital and Fundrise, with construction financing provided by Ameris Bank. Oxford Properties will serve as the general contractor, while Preston Partnership will handle architectural design.

With financing becoming increasingly competitive nationwide, projects like Prospect Highland Oaks—anchored by clear demand drivers and experienced sponsors—are attracting significant attention from equity partners.
