A recent incident involving Tampa Bay Times reporter Justin Garcia and the Tampa Fire Rescue Department exemplifies the challenges journalists face when seeking public records. When Garcia attempted to access paperwork related to a terminated firefighter, he was met with resistance from department employees who were unaware of Florida’s public records laws.

Despite citing Florida’s Chapter 119, which allows for the inspection and copying of public records by any person, Garcia was met with pushback from Personnel Chief Robbie Northrop. The situation escalated to the point where Northrop instructed an office worker to call the police on Garcia, simply for requesting public records.

The incident raises questions about the intimidation of journalists and the lack of understanding of public records laws among government officials. Mayor Jane Castor’s spokesperson acknowledged that the situation should not have occurred and attributed it to a lack of training for handling public records requests.
