Bay Area City Councilwoman Accuses Fowler Councilman of Assault at Conference in Florida

The city of Fowler, California is at the center of a scandal involving a city councilman and former mayor who has been accused of assault by a Bay Area city councilwoman. The incident allegedly took place at a conference in Florida, where San Leandro Vice Mayor Xouhoa Bowen named Daniel Parra as the perpetrator during a city council meeting.

Bowen reported to the San Leandro city council that on November 13, 2024, while attending an event at the National League of Cities annual conference in Tampa, Florida, Parra physically violated her. She filed a report with the City of Tampa Police Department, leading to a criminal investigation into Parra’s actions.

According to court documents obtained by Action News, Bowen reported that Parra kissed her without consent during a social gathering, leaving her in a state of shock. The document also alleges that the unwanted kiss was caught on surveillance video.

Parra has been charged with misdemeanor battery and is scheduled to appear in court in Tampa on March 31st. His attorney maintains his innocence and vows to prove it.

In addition to his role as a councilman, Parra serves as the city manager of Orange Cove and is a regional board member for the League of California Cities Latino Caucus. Neither entity has commented on the situation.

Bowen, after addressing her concerns, offered support to others who may have experienced similar violations, stating, “you are not alone, nor are you powerless.”
