According to CBP Director of Field Operations Carlos C. Martel, agriculture specialists initially targeted the traveler’s belongings due to undeclared cigars and potential plant violations. However, the discovery of the human remains in a duffel bag shocked the officers involved. “Inside the foil-wrapped bag, we found bones, including part of a human skull,” Martel reported.
